For many organisations, this represents more than a compliance challenge – it’s a strategic opportunity.

That’s why Northmore Gordon has partnered with Pangolin Associates to deliver an end-to-end ASRS compliance solution that goes beyond meeting the standard. Together, we help you do more with less – less regulatory risk, less wasted energy, and less missed opportunity.

Why ASRS is more than a reporting requirement

For Group 1 entities – Australia’s largest companies and energy users – the first ASRS reports are due in 2026, based on the 2025 reporting year. These reports must go far beyond carbon accounting, requiring:

• Comprehensive emissions measurement (Scope 1, 2 and relevant Scope 3)

• Climate risk assessment and scenario analysis

• Transition planning with clear targets and timelines

• Financial disclosures linked to climate impacts

For organisations without a strategic plan, the process can be resource-intensive and fraught with risk. But done right, ASRS preparation can unlock operational efficiencies, identify funding pathways, and improve investor confidence.

The Northmore Gordon + Pangolin Advantage

Our partnership combines:

• Northmore Gordon’s strengths in energy optimisation, engineering-level feasibility, and grant & certificate funding (VEEC, LGC, ACCU, and more)

• Pangolin Associates’ expertise in climate risk assessment, net zero planning, and sustainability reporting frameworks

By integrating these capabilities, we offer a single, streamlined service from data gathering through to board-ready ASRS disclosure.

How we help large energy users do more with less

• Less risk – Strategic regulatory mastery ensures ASRS reports meet evolving standards and avoid compliance penalties

• Less cost – Energy and certificate optimisation reduce operating expenses and unlock additional revenue streams

• Less complexity – One coordinated team handling both energy performance and climate disclosure requirements

• Less wasted opportunity – Aligning compliance with your broader net zero and ROI goals

Our end-to-end ASRS service includes:

• Baseline emissions measurement across Scope 1, 2 and relevant Scope 3 categories

• Climate risk assessment aligned with TCFD and ASRS requirements

• Scenario modelling for physical and transition climate risks

• Transition planning and identification of decarbonisation projects

• Certificate and funding strategies to offset capital costs

• Final reporting for inclusion in annual sustainability and financial reports

Why act now

Early preparation means more time to integrate compliance with business strategy. That’s how we help clients get electrification projects over the line without gold-plating or risking plant uptime. Metering & Monitoring (M&M) is the discipline that makes this possible. Before you size a heat pump, specify a boiler replacement, or map a site wide electrification roadmap, you need defensible data on electricity, gas, steam, water and compressed air. Without it, many teams fall back to a like-for-like thermal capacity swap that ignores the real loads, the real temperatures, and the true diversity of demand over time.

Oversizing wastes capital and drags on payback; undersizing jeopardises throughput and growth. Metering & Monitoring gives you the truth so you can right size today, and plan with confidence for tomorrow. That’s our “do more with less” philosophy in action.

Why Metering & Monitoring first (especially before a heat pump)

Heat pumps aren’t boilers; they’re happiest at lower temperatures and steady loads. One of the biggest efficiency levers is supply/return temperature. NSW’s Heat Pump Feasibility Grant template is explicit: Don’t recommend like for like boiler to heat pump swaps, and every 1°C you can lower heating hot water temperature improves heat pump efficiency by ~2–3%. That single insight can transform a business case.

With a robust M&M foundation you can:

Capture real load profiles (not just monthly bills) so capacities and storage are sized to measured peaks and diversity, not worst case guesses;

Confirm true supply/return temperatures and deltaT, unlocking lower setpoints (and therefore higher COPs) and broader technology options;

Quantify recoverable waste heat (e.g., from compressors and refrigeration) so you can right size the heat pump and slash running costs;

Stress test future scenarios – new shifts, product mixes, seasonal swings – to avoid locking in a spec that won’t age well.

NSW’s Electricity Metering & Monitoring Guide and Gas Measurement & Monitoring Guide are aligned with this approach: measure what matters, automate the flow of data, and turn it into actionable insight.

What we mean by Metering & Monitoring in an industrial plant

Metering & Monitoring is a structured program that measures the utilities that drive your process and turns that data into decisions. In practice this means instrumenting and integrating WAGES (Water, Air, Gas, Electricity, Steam):

• Electricity: site NMIs plus sub-metering for major consumers (refrigeration, compressed air, large drives) and MCCs/boards where it helps track end uses.

• Gas & thermal fuels: incoming gas flow at the main, plus downstream metering (boilers, hot water heaters), with stack and feedwater temperatures so you can calculate thermal efficiency.

• Steam & hot water: flow, pressure and temperature at main headers and large users, plus condensate return percentage.

• Water (town, process, recycled): supply meters and high use processes (cooling, CIP, washdown) – and temperature where it influences heat recovery.

• Compressed air: per compressor flow and pressure, ring main flow, and afterhours baselines to quantify leaks and standby losses.

That’s exactly how we stage metering plans. In our recent Metering & Monitoring Plan work, we roll out in four tiers:
(1) Site level boundary meters
(2) Generation/services (boilers, refrigeration, compressed air)
(3) System/department boundaries
(4) End use equipment.

Then we pipe everything into a historian and a fit for purpose energy platform with dashboards, alarms and Energy Performance Indicators (EnPIs).

At Northmore Gordon, we will walk you through the plans and implementation approaches we have taken when deploying strong metering and monitoring (including Energy Performance Indicates EnPI) for our commercial & industrial clients.

Why rightsizing beats like for like every time

Rightsizing is about matching capacities and temperatures to what is needed, when it’s needed. With good Metering & Monitoring you:

• Avoid oversizing → lower capex; smaller electrical connection; less floor space; better part load efficiency.

• Avoid undersizing → protect throughput and quality; verify with measured peaks and duty cycles rather than assumptions.

• Optimise temperature → measured supply/return data enables safe setpoint reduction, improving heat pump COP and cutting energy use (remember the ~2–3% per °C rule of thumb noted above).

• Validate business cases → interval data builds confidence in savings and supports funding and certificate claims.

NSW funding Metering & Monitoring and Heat pump Feasibility

NSW is actively co-funding M&M because right sizing depends on quality data:

• Metering & Monitoring Planning – funding of up to $15,000 per plan (paid to the service provider) to assess gaps and produce a costed plan for complex sites.

• Metering Plan Implementation – up to $100,000 per site, co-funding 50% of priority meters and the monitoring system recommended in your plan. Whilst Round 1 has closed we expect further rounds.

• Heat Pump Feasibility Grant – up to $30,000, covering up to 75% of consultant costs to produce a high confidence feasibility study; the grant framework explicitly requires a metering & barriers assessment up front.

These programs exist for exactly the reason outlined in this article: better data leads to better sized, better performing projects.

Build a strong Metering & Monitoring plan: a practical checklist

From our work across food & beverage, manufacturing and resources, here’s what “good” looks like:

• Start with decisions, not devices. Define what you must know to size the project (loads, temperatures, duty cycles, tariff windows). Then pick meters.

• Use the four stage rollout: boundary → generation/services → systems/areas → end use equipment.

• Target Energy Performance Indicators (EnPIs). Tie energy to “work done” (e.g., GJ/tonne, kWh/kg) so improvements are visible and persistent; automate weekly reporting and alarms.

• Log at the right resolution. For major loads capture 5–15 minute data, and, where practical, at least 12 months to cover seasonality and production changes. The Heat Pump Milestone 1 template lists 12 month interval data for gas, key heat sources/sinks and 5 minute site electricity as best practice inputs.

• Connect to a central historian & energy platform. Automate data collection, reports and alarms so the numbers get used – not filed.

• Plan integration. SCADA/PLC tags, OPC/Modbus gateways, simple exports to finance/BI.

• Design for data quality. Specify calibration, pulse scaling, CT ratios and comms; validate with spot checks during commissioning.

What to meter first (E, G, S, W, Air)

Prioritise the meters that unlock design confidence and quick wins:

• Electricity: site NMIs, refrigeration plant(s) kW, air compressor kW/flow, major MCCs/boards that aggregate SEUs, significant chiller/pump power.

• Gas/thermal: boiler and hot water heater fuel flow, feed water make up and stack temperature to calculate efficiency.

• Steam/hot water: main header flow/pressure, large user flow, supply/return temperatures, condensate return %.

• Water: site supply, major cooling/process users, recycled loops; include temperature where it affects heat recovery.

• Compressed air: per compressor flow & pressure, ring main flow, and afterhours baseline to quantify leaks.

Real world Case Study: Bulla Dairy Foods

Bulla implemented a comprehensive but targeted Metering & Monitoring system at its Colac site to improve visibility of energy and water. The project connected 35 existing meters to a new platform and installed 27 new meters across electricity, gas, steam, hot/chilled water, cogeneration and compressed air. The outcome was a robust data set to manage costs, streamline environmental reporting and track savings over time – the foundations required to right size future upgrades.

Common pitfalls we see (so you can avoid them)

• Relying on bills: monthly totals hide peaks and process diversity; they are not a design basis for electrification.

• No temperature data: without accurate supply/return and deltaT, heat pump modelling is guesswork. (This is why Milestone 1 emphasises temperature testing and not recommending like for like swaps.)

• Metering what’s easy, not what matters: start with Significant Energy Users (SEUs) and end uses tied to the project boundary.

• Skipping commissioning: unscaled pulses and swapped CTs lead to bad decisions; schedule validation and sign-off.

• Treating Metering & Monitoring as ‘one and done’: build weekly rhythms – exception reports, alarms, short stand-ups – so data drives action (see reporting and alarms sections in the plan).

How Northmore Gordon helps

We’ve authored government guides on metering and monitoring and delivered many site-specific plans and feasibility studies. For Australian manufacturers and heavy industry, it is quickly becoming a mainstream pathway to decarbonise operations, reduce reliance on fossil fuels, and respond to evolving emissions regulations. Yet one question keeps surfacing at board tables: will it pay back?

The good news is, it can. When electrification upgrades are underpinned by engineering-level planning and aligned with environmental certificate strategy from day one, the business case becomes far more compelling. Payback drops. Risk reduces. And projects move from hopeful proposals to funded implementation.

Northmore Gordon has performed close to 30 electrification studies in the past two years.

Why Electrification Is Inevitable
Whether driven by Scope 1 emissions targets, gas network uncertainty, or ESG pressure, the push toward electrification is growing. But many energy-intensive sites are hesitant to take the leap due to potential high capex and uncertainty over return.

Electrification measures – like industrial heat pumps, electric boilers, or fleet charging – often have higher upfront costs compared to gas or diesel alternatives. Without a clear plan for how that investment returns value, projects stall.

Enter Certificates: Turning Compliance Into Capital
Environmental certificates can change the economics of electrification. Programs like the Victorian Energy Upgrades (VEU) scheme and the NSW Energy Saving Scheme (ESS) reward eligible energy savings with tradable certificates, creating a direct revenue stream linked to the efficiency uplift.

But to unlock this value, certificate strategy must be designed into the project. Too often, certificates are considered after the upgrade is scoped, or worse after works has started, leading to missed value or ineligibility.

• VEECs: Generated through verified energy savings (CO2t equivalent)
• ESCs: Generated through verified energy savings (MWh equivalent)
• ACCU/ERF: Carbon abatement credits (particularly relevant for Scope 1 electrification)

Engineering the Payback Plan
At Northmore Gordon, we believe electrification upgrades need the same financial rigour as any capital investment. That’s why we start with engineering-led feasibility studies that integrate certificate modelling, capex timelines, and ROI projections.

• Thermal profiling to assess heat loads and temperature demands
• Electrical capacity checks to flag grid or transformer constraints
• Simulation modelling to compare electric vs hybrid vs staged solutions
• Certificate eligibility mapping to ensure all claimable activities are captured
• Grant eligibility scan to ensure all grants available are included

A well-scoped feasibility study doesn’t just assess viability – it becomes a tool for project approval.

The Risks of Going Without Engineering Depth
Many electrification projects fail to deliver on expectations because the technical and commercial modelling isn’t robust. Common pitfalls include:
• Modelling for peak loads rather than continue loads with suitable storage
• Not considering grid and switchboard upgrades and the required lead time.
• Underclaiming certificates due to inaccurate baselining
• Missed eligibility because project timing doesn’t align with program requirements
• Overloaded grid connections that weren’t planned for
• Longer downtime due to lack of staged implementation design

These issues don’t just affect technical outcomes – they erode trust in the business case.

From Feasibility to Funded
When engineering design, certificate modelling, and compliance planning are integrated, electrification becomes a lower-risk, financially viable strategy.

Clients working with Northmore Gordon see benefits including:
• Stronger business cases with certificate revenue embedded in ROI
• Shortened payback periods, typically by 2-5 years
• Faster board approvals due to clearer financial modelling
• Avoided rework and better grid integration outcomes

This approach isn’t theory – it’s what we deliver. Our engineers model upgrades, our advisors optimise certificates, and our compliance team ensures alignment from start to finish.

What You Can Do Now
If you’re exploring electrification, ask:
• Have we modelled certificate revenue in our payback assumptions?
• Do we have accurate thermal and electrical baselining?
• Are we using feasibility to build the business case, or just assess risk?

If the answer is no, we can help. Northmore Gordon’s integrated electrification planning service combines engineering, certificate strategy and compliance mastery in one engagement.

Conclusion: Electrify with Confidence
Electrification isn’t just a compliance move – it can be a financially smart investment. But only if it’s engineered for upside.

By combining technical feasibility, regulatory knowledge, and market intelligence, we help clients move from uncertainty to implementation with confidence.

Need to turn your electrification upgrade into a payback plan?
Call or email Craig Morgan or submit your interest here today.

For more information, read our article:
Powering the Future: Maximising Electrification for Business Growth”

Summary
Electrification is rapidly becoming a strategic move for Australian businesses, offering reduced emissions, improved energy security, and long-term cost savings. Businesses don’t just need strategies – they need outcomes. Whether you’re planning a heat pump retrofit, mapping your net zero roadmap, or navigating a complex regulatory framework like NGERS, success hinges on one thing: execution.

Too often, consulting firms deliver glossy reports that sound great but fall apart under real-world pressures. Timelines slip. Risks are underestimated. Budgets overrun. Why? Because the people writing the advice aren’t the ones who have to make it work.

At Northmore Gordon, we do things differently. Our premium service model ensures that every piece of advice we provide is built to be executed – efficiently, accurately, and with measurable impact.

Closing the Execution Gap
In traditional energy consulting, there’s a well-known flaw: the advice-execution gap.
• Consultants produce plans, but don’t take responsibility for implementation.
• Junior staff handle delivery, lacking the experience to anticipate practical challenges.
• Generic templates get repurposed, regardless of your industry, plant configuration or budget constraints.

This approach delays progress and drives up cost. Worse, it puts your regulatory and financial outcomes at risk.

Northmore Gordon bridges this gap. Every strategy we design is:
• Engineered by senior experts with real-world project delivery experience
• Aligned to your compliance obligations, operational constraints, and capital planning
• Backed by models and data that withstand board-level scrutiny

We don’t just offer advice. We help you make it work.

What Premium Expertise Service Actually Means
“Premium Expertise Service” isn’t about size. It’s about how we work.

At Northmore Gordon, premium expertise service means:
• Direct access to named senior experts, not layers of account managers.
• 48-hour response times on key questions and advice.
• Implementation-ready deliverables: detailed business cases, feasibility models, certificate strategies and compliance roadmaps.
• Boardroom-ready support: we help you present technical outcomes in language your executives and investors understand.

Our clients don’t wait weeks for responses. They don’t chase generic reports. They get clear, practical guidance from people who take ownership.

Turning Strategy into Action:
Click the links below to see successful Case Studies.
• Greenham Moving Towards Decarbonisation
• Bulla Dairy’s Boost Efficiency and Reduces Waste
• Molycop Strives for Greater Sustainability

Advice is only valuable if it leads to action.

That’s the Northmore Gordon difference.
Practical Results, Not Just Theoretical Advice

Our work routinely delivers:
• Faster project cycles: Up to 30% shorter audit or funding application timelines
• More funding: Certificate optimisation strategies that deliver 20-35% more value
• Fewer risks: Strategic compliance planning that has helped clients avoid six-figure penalties

Our business cases have unlocked over $250 million in funded energy and emissions projects across Australia.

Why This Matters to Your Role
Whether you’re a:
• CFO who needs confidence in ROI, cashflow and risk
• Sustainability Manager looking to deliver credible emissions outcomes
• Engineering or Site Manager needing solutions that actually work in your facility

You need advice you can trust – and execute. Northmore Gordon provides both.

Execution-Ready, Every Time
Unlike firms who disappear after delivering a report, we stay engaged until your strategy becomes a success story. Our advisory model includes:
• Regulatory compliance that passes audits and unlocks capital
• Certificate strategies that survive market swings
• Engineering designs that are operationally viable
• Energy roadmaps that CFOs approve and boards fund

In short: we help you do more with less delay, risk and missed opportunity.

If you’re planning your next energy or emissions project, let’s talk about how our senior team can help you get from strategy to execution faster.

Because in energy consulting, premium advice isn’t about prestige.
