Thriving Kids is a new pathway outside the NDIS.

The Australian Government is working with states and territories to establish Thriving Kids for children aged eight and under with developmental delay and/or autism who have low to moderate support needs. It is intended to provide information, family programs, navigation and targeted supports in everyday settings.

Thriving Kids is not a Medicare service, an NDIS plan or an individual funding package. Local services, access routes and commissioned providers are still being finalised.

Bloom continues to accept enquiries for its current NDIS paediatric allied health services, subject to plan funding, clinical need and availability.

Who is Thriving Kids intended to support?

It is intended for children aged eight and under with developmental delay and/or autism who have low to moderate support needs, along with their families, carers and kin.

Will a child need a diagnosis?

The Australian Government says children will not need a diagnosis to receive Thriving Kids supports. Exact access processes will be published as services are established.

Is Thriving Kids part of Medicare?

No. Thriving Kids is a foundational-support initiative being developed by the Australian, state and territory governments. It is separate from Medicare and is not an individual funding package.

Does Thriving Kids replace the NDIS now?

No. The Australian Government states that how people access the NDIS will not change until 1 January 2028. Children with permanent and significant disability, including high support needs, may continue to be eligible for the NDIS under applicable criteria.

When will services be available?

Supports are planned to start progressively from October 2026 and be fully rolled out by 1 January 2028. Availability and access will vary as each jurisdiction implements services.

What support is expected?

Government information identifies development information, early identification, navigation, family programs and targeted supports such as allied health, low-cost assistive technology and capacity building.

Can Bloom provide Thriving Kids services?

Bloom has relevant paediatric allied health capability, but this page does not claim Bloom has been commissioned as a Thriving Kids provider. Bloom can discuss its current NDIS and private paediatric services while future arrangements are confirmed.
